Instructions
1. Slice beef thinly and coat with cornstarch
2. Deep fry beef until crispy, set aside
3. Heat oil in wok, add garlic and ginger
4. Add soy sauce, brown sugar, and water
5. Bring to boil, simmer until thickened
6. Add fried beef and green onions
7. Toss until coated
8. Serve over steamed rice
